In furtherance of the Democratic Security Policy, the Government issued Decree 3222, 2002, through which were created and Support Network Security in the country, in order to link the monitoring facilities and private security National Police as a strategy to prevent and avoid crime.

Its about more than 190 000 security guards throughout the country, will help not only with the supervision of the building, the establishment or area assigned to them for safekeeping, but also monitor their environment out of doors .

The operating results show the networks in different cities and departments, to date, are very positive and wants that through these have prevented countless kidnappings, robberies, burglaries and acts of terrorism, which has clearly generated a greater confidence and security.

It is important to make clear that the watchmen or security guards are not a force of "shock." Its role is to provide the police any information that serves to avoid any type of crime, serving a work of "multiplier" of public safety.

In this purpose, the Superintendency of Surveillance and Private Security in recent years initiated a plan of regional visits in order to evaluate the operating results of these networks and identify the main problems and obstacles that have arisen, in order to design a plan setting that allows us to give new impetus and dynamism to the national level.

Simultaneously, the Superintendent has wanted to make visible the networks with the aim of generating support and synergies that will lead us to further improve the results.

Beyond this first step in the revitalization of the networks, we are beginning the process of adjustment which involves issues such as the revision of the training received by the guards and wardens, and a special program of incentives and awards, both academic or promotion.
